The HR department at CPUP focuses on employee retention which begins with the onboarding process and seeking the right candidates for the positions available. When these positions are posted, CPUP utilizes PennFor as a database to store new applicants data. This database is primarily accessed by recruiters. hiring managers, HR managers, the compensation team and the onboarding team. Typically, the HR department becomes involved in this onboarding process when applicants are applying for competitive salaries or higher positions. PennFor gives these different actors the ability to view how many applicants have applied for a specific position. These applications along with their corresponding resumes are categorized by date, requisitions, time pending, and whether the applicants are internal or external.
This data is analyzed by another information system called HireRight. This AI system develops a list of applicants that it deems suitable for the job as the system is able to detect if the applicants meet the requirements of the specific position. Recruiters will be the first ones to make contact with the list of employees created by HireRight. These interviews primarily begin with over-the-phone screenings. Once these screenings have been completed, another list of potential candidates is created and sent to the hiring managers for a second round of screenings.
Based on the salary of the position, communication will take place between the hiring managers and the compensation team. If the salary is over a certain threshold, the HR team will also be involved in these interviews. Together, these departments will analyze the candidates and conduct an analysis of their potential salary. The role of HR in these interviews is to analyze the candidates’ ability to be in a leadership role, people and communication skills, while communicating the company’s policies and procedures they are expected to adhere to. Once a candidate has successfully made it through this process, the compensation team will create a salary offer based on their analysis of their resume and experience. After an offer has been sent to the candidate, the onboarding team will evaluate the candidate's resume and application one last time to reveal any discrepancies HireRight or the other actors may have missed.
There are several issues that develop along the onboarding process at CPUP. The utilization of HireRight may expedite this process, but it is an imperfect system. HireRight has the potential to scan thousands of resumes and applications; however, many applicants who are unfit for positions still make their way through this filtration process. If these candidates who lack the accolades for these positions are not exposed by the recruiters or hiring managers, the potential to hire an unfit employee becomes a bigger possibility. Costs increase and inefficiencies rise if these employees are exposed later on in the process.
While recruiters, hiring managers, HR managers and the compensation team all have direct access to PennFor to view potential candidates information, many will not sift through this data to confirm HireRight’s accuracy. This can lead to candidates either being denied after weeks or months in the onboarding process and the position being left unfilled or possibly filled by a less qualified candidate. When it comes to higher positions, this can become problematic for the compensation team. Once the offer has been delivered to the candidate, the onboarding team typically takes one month to verify a candidate’s credentials, background check and child protective clearances. If the onboarding team finds any discrepancies with the candidate, this can halt the entire onboarding process. The onboarding process becomes delayed as hiring managers need to reach out for the information they are missing from the candidate and then manually enter this data into PennFor. This can also result in the offer to the candidate being rescinded entirely. Employee start dates can also be postponed due to this error. This can be time consuming and since time equals money, the AI system HireRight has increased costs and hindered the onboarding process at CPUP.
